Request for Information (RFI)

A pre-solicitation request asking industry for capability and market information to help the agency shape an upcoming requirement.

Definition

A Request for Information (RFI) is a market-research instrument in which an agency asks industry for general information about capabilities, available solutions, indicative pricing, or technical approaches. An RFI is not a solicitation and creates no commitment to buy; it helps the agency understand the market and refine its requirement before issuing a formal RFP or RFQ.

RFIs are often posted on SAM.gov, sometimes alongside or as part of a Sources Sought notice. Responding is frequently worthwhile: it builds relationships, demonstrates capability, and can shape the eventual requirement — including the NAICS code, set-aside decision, and evaluation approach — in ways that favor responsive firms.

How this affects your proposal

Respond to RFIs even though they don't lead to an immediate award. They are your best chance to influence the eventual requirement and put your name in front of the contracting officer and program office early.

Common questions about request for information (rfi)

Does responding to an RFI commit me to bidding?

No. RFIs are non-binding market research. There is no obligation to propose on whatever solicitation may follow, and choosing not to respond does not bar you from competing later.

Are RFI responses confidential?

Mark proprietary information clearly. Agencies handle RFI submissions in different ways and may publish aggregated or anonymized market-research findings, so flag anything sensitive.
