A 9-year SBA program for small businesses owned by socially and economically disadvantaged individuals, with set-aside and sole-source access to federal contracts.
Who qualifies
- At least 51% owned and controlled by U.S. citizens who are socially AND economically disadvantaged
- Owner personal net worth under the program threshold (excluding primary residence and the business), with income and asset caps
- Small under your primary NAICS size standard
- In business with demonstrated potential for success (generally 2+ years of operations, with possible waivers)
- Good character; owner manages day-to-day
How to get certified
Apply through the SBA at certify.SBA.gov. Approval admits you to a one-time, 9-year program term (a development stage + a transition stage). You work with an SBA Business Opportunity Specialist throughout.

Can I be both 8(a) and HUBZone?
Yes — programs stack. Many firms hold 8(a), HUBZone, WOSB and SDVOSB simultaneously and bid whichever set-aside fits the solicitation.
