Federal Set-Aside Program

8(a) Business Development Program (8(a))

A 9-year SBA program for small businesses owned by socially and economically disadvantaged individuals, with set-aside and sole-source access to federal contracts.

Who qualifies

  • At least 51% owned and controlled by U.S. citizens who are socially AND economically disadvantaged
  • Owner personal net worth under the program threshold (excluding primary residence and the business), with income and asset caps
  • Small under your primary NAICS size standard
  • In business with demonstrated potential for success (generally 2+ years of operations, with possible waivers)
  • Good character; owner manages day-to-day

How to get certified

Apply through the SBA at certify.SBA.gov. Approval admits you to a one-time, 9-year program term (a development stage + a transition stage). You work with an SBA Business Opportunity Specialist throughout.

Key benefits

  • Sole-source contracts up to $4.5M (services/supplies) and $7M (manufacturing) — no competition required
  • Competitive 8(a) set-asides among other 8(a) firms
  • SBA mentor-protégé and joint-venture opportunities
  • Business development support and training

Sole-source authority

Sole-source 8(a) awards are capped at $4.5M for services/supplies and $7M for manufacturing per action; above those, work is competed among 8(a) firms.

Common questions

How long does 8(a) last?

A one-time 9-year term — you cannot re-enter after graduating or exiting. Plan your capture strategy to maximize the window.

Can I be both 8(a) and HUBZone?

Yes — programs stack. Many firms hold 8(a), HUBZone, WOSB and SDVOSB simultaneously and bid whichever set-aside fits the solicitation.
